Senior Performance Measurement Consultant

Location:
Ottawa, Ontario, Hybrid, remote with occasional on-site.
Language: English, advanced proficiency in reading, writing and oral communication required, French considered an asset
Duration: Contract to September 30, 2026, with two extension options to December 31, 2026 and March 31, 2027
Security Clearance Requirement: Enhanced Reliability Clearance required at time of award

About the Opportunity
Our public sector client within the federal defence portfolio is seeking a Senior Performance Measurement Consultant to support a large-scale military human capital modernization initiative. In this role, you will help shape how strategic outcomes are defined, measured, and reported across complex digital transformation programs that impact thousands of stakeholders nationwide.

Working closely with senior leaders, governance committees, change management, and communications teams, you will design performance frameworks that enable evidence-based decision-making and strengthen accountability. This is a high-impact advisory role where your work directly supports modernization efforts aligned with Government of Canada policy and enterprise-wide digital transformation objectives.

Your Responsibilities

  • You’ll design and implement comprehensive Performance Measurement Frameworks aligned to strategic priorities and departmental results.
  • You’ll develop logic models, strategy maps, KPIs, and key performance questions that enable traceability and evidence-based reporting.
  • In this role, you’ll embed governance and compliance tools that align with Treasury Board Policy on Results and departmental oversight requirements
  • You’ll advise senior executives and facilitate stakeholder sessions to strengthen strategic alignment and complexity management.
  • You’ll collaborate with change management and communications teams to ensure performance indicators reflect organizational readiness and adoption.
  • You’ll deliver dashboards, compliance templates, and training materials to build internal capacity and sustainability.

Skills and Qualifications

  • 10+ years of progressive experience developing and implementing performance measurement frameworks within complex organizations
  • Bachelor’s degree in Business Administration, Public Administration, Economics, Statistics, Social Sciences, or Computer Science 
  • Canadian Evaluation Society Credentialed Evaluator certification 
  • Experience supporting enterprise-level digital transformation initiatives involving multiple stakeholders and large user bases 
  • Strong advisory, facilitation, and executive communication skills
  • Experience producing governance-aligned documentation, dashboards, and reporting artifacts
