Job Description

Organization Development Consultant 

Location: Ottawa, ON (Hybrid, primarily on-site)
Language: Bilingual English and French, strong written and verbal communication skills (minimum CBC profile)
Duration: 2-year contract
Pay Rate: Open, based on experience
Background Check Requirement: Valid Top Secret security clearance, with eligibility for additional security access approvals

This is an opportunity to support a federal government organization in Ottawa, providing strategic advice on workforce planning, talent management, succession planning, and organizational effectiveness.

Working closely with senior leadership and key stakeholders, you'll help shape workforce strategies, strengthen governance practices, and support long-term organizational development in a complex, mission-driven environment.

Your Responsibilities
• You'll assess executive succession planning, talent management, and leadership development frameworks, recommending improvements.
• You'll lead workforce analysis and support organizational design, modernization, and transformation initiatives.
• You'll develop strategic policies, governance frameworks, directives, and implementation plans.
• You'll coordinate and support executive talent management, succession planning, and workforce governance boards.
• You'll evaluate professional development programs, competency frameworks, and career progression pathways.
• You'll prepare executive briefings, strategic assessments, reports, and recommendations to support leadership decisions.

Skills and Qualifications
• 5+ years of experience in corporate HR, workforce planning, organizational development, or personnel management.
• Minimum 3 years of experience in executive succession planning, talent management, leadership development, or workforce governance.
• Minimum 3 years of experience developing strategic policies, directives, governance frameworks, executive reports, or implementation plans.
• Demonstrated experience advising and briefing senior executives, including Director-level leadership or equivalent.
• Experience in organizational reviews, workforce transformation, intelligence workforce management, and executive governance boards.
• Experience with military personnel management, career management, or enterprise-level workforce governance is an asset.
• Relevant post-secondary education and/or professional certification, with demonstrated ability to meet intermediate-level qualification criteria.
