About the Opportunity
We’re seeking an experienced Release Manager to help shape and operationalize a standardized enterprise Release Management practice within a large, complex public-sector environment. This is an opportunity to bring structure, consistency, and strong governance to release and deployment activities that span multiple business and technology teams.

You’ll work closely with project, product, operations, infrastructure, service management, and vendor teams to assess current practices and build a sustainable approach to release planning and delivery. Your expertise will directly influence how teams collaborate, manage risk, and deliver technology changes effectively.

Your Responsibilities
• You’ll develop and operationalize an enterprise Release Management framework, including governance, processes, procedures, roles, and responsibilities.
• You’ll assess current release and deployment practices, identify gaps, and create practical improvement and implementation plans.
• You’ll establish release calendars, planning processes, dependency management, risk reviews, approvals, and deployment readiness practices.
• You’ll create release templates, intake forms, deployment checklists, governance documentation, and operating procedures.
• You’ll define metrics, dashboards, and reporting frameworks to measure release performance, compliance, service quality, and operational effectiveness.
• You’ll facilitate stakeholder workshops and governance activities while building consensus and driving process adoption.
• You’ll provide coaching, training, and knowledge transfer to support long-term adoption and sustainability.

Skills and Qualifications
• 10+ years of experience in IT Service Management, Release Management, Change Management, Project Delivery, or related disciplines.
• Bachelor’s degree in Computer Science, Information Technology, or a related field.
• Demonstrated experience establishing or maturing Release Management practices within large public-sector or enterprise environments.
• Strong knowledge of ITIL principles, including Release, Change, Incident, Problem, Configuration, and Service Request Management.
• Strong understanding of Agile, Waterfall, Hybrid, DevOps, CI/CD, software deployment lifecycles, and operational support models.
• Experience developing enterprise governance frameworks, operating models, standards, procedures, metrics, and continuous improvement recommendations.
• Experience with ServiceNow, Jira, Azure DevOps, or equivalent enterprise service management and project delivery platforms, plus strong executive communication, facilitation, and stakeholder influencing skills.
