About the Opportunity
This is an exciting permanent opportunity for an experienced Human Resources leader to join a public sector organization in a highly visible role that blends people leadership, operational excellence, and strategic HR advisory. As Manager, Human Resources, you’ll oversee the day-to-day delivery of a broad HR portfolio while helping shape programs, practices, and decisions that support employees and organizational priorities.
You’ll lead and develop a team of HR professionals while partnering closely with management, senior leadership, internal stakeholders, committees, and external partners. Your Responsibilities
• You’ll lead the daily delivery of HR programs and services, including policies, total rewards, payroll, talent acquisition and retention, job evaluation, performance management, learning and development, and HR analytics
• You’ll coach, mentor, delegate to, and manage the performance of HR team members while fostering a positive, productive culture
• You’ll advise management on HR and leadership practices and serve as an escalation point for complex employee matters
• You’ll contribute to labour-management relations, collective bargaining, classification, compensation analysis, and salary planning
• You’ll lead operational planning, projects, service reviews, risk assessments, performance measures, and continuous improvement initiatives
• You’ll monitor legislative and regulatory requirements and ensure HR programs, policies, and practices remain compliant and consistent
Skills and Qualifications
• 8+ years of progressive HR experience, including at least 5 years of people management experience
• University degree in Human Resources, Commerce, Business Administration, Industrial Relations, or a related discipline
• Bilingual English and French communication skills, both written and spoken
• Strong knowledge of HR programs, employment legislation, regulations, collective agreements, and labour relations
• Demonstrated experience in operational planning, project management, change management, and risk management
• Strong analytical skills, including HR data, complex reporting, compensation analysis, and working with imperfect datasets
• Proficiency with office productivity tools, databases, HR or discipline-specific systems, enterprise software, and related technology
