Job Description

Job Title: Bilingual Business Analyst (Government of Canada Opportunities)

Location: National Capital Region (Ottawa/Gatineau) – Hybrid (on-site requirements vary by client)

Language: Bilingual (English/French) – BBB/BBB or higher preferred

Duration: Contract (various terms)

Security Clearance: Must be eligible to obtain or currently hold Government of Canada Secret Status (or higher)

Compensation: To be determined based on client requirements

About the Opportunity

This opportunity is posted for proactive sourcing purposes. We are actively building a network of experienced Bilingual Business Analysts to support upcoming Government of Canada initiatives across the National Capital Region.

As a Business Analyst, you'll work with federal departments to help define business needs, improve business processes, gather and document requirements, and support the successful delivery of digital transformation and IT modernization initiatives. You'll collaborate with business stakeholders, project teams, and technical resources to ensure solutions align with operational objectives and Government of Canada standards.

Your Responsibilities

  • Gather, analyze, and document business and functional requirements.

  • Facilitate workshops, interviews, and meetings with business and technical stakeholders in both English and French.

  • Analyze existing business processes and recommend improvements.

  • Develop business cases, process maps, workflows, use cases, and business requirements documentation.

  • Support solution design by collaborating with project managers, architects, developers, and testing teams.

  • Assist with business process re-engineering, change management, and organizational transformation initiatives.

  • Develop acceptance criteria and support User Acceptance Testing (UAT).

  • Prepare project documentation, briefing materials, and executive-level communications.

  • Ensure project deliverables align with Government of Canada policies, standards, and best practices.

Skills & Qualifications

  • 5+ years of experience as a Business Analyst supporting IT or business transformation projects.

  • Experience gathering and documenting business, functional, and non-functional requirements.

  • Experience facilitating stakeholder workshops and working with cross-functional teams.

  • Strong knowledge of business analysis methodologies, business process mapping, and requirements management.

  • Experience with Government of Canada departments or public sector projects is considered a strong asset.

  • Familiarity with Agile, Scrum, Waterfall, or hybrid project delivery methodologies.

  • Excellent written and verbal communication skills in both English and French.

  • CBAP, CCBA, PMI-PBA, or other Business Analysis certifications are considered assets.
