About the Opportunity
We are seeking a Senior GIS Technology Specialist/Developer to support a large-scale enterprise GIS modernization initiative within a complex public sector environment. In this role, you will lead the migration, redevelopment, testing, and deployment of critical GIS applications from a cloud-based ArcGIS Online environment to a modern ArcGIS Enterprise 11.5 platform.
This is a highly visible project that will directly contribute to the retirement of a legacy GIS infrastructure and the implementation of a scalable, enterprise-wide GIS ecosystem. Working alongside architects, project managers, developers, and business stakeholders, you will help deliver innovative geospatial solutions that support multiple business functions across the organization.
Your Responsibilities
- Lead the migration and redevelopment of enterprise web and mobile GIS applications integrated with platforms such as EAM, CRM, and ERP systems.
- Provide senior-level technical expertise to resolve complex GIS development, migration, and system integration challenges, including root cause analysis and long-term solutions.
- Collaborate with architects, project managers, and stakeholders to define solution designs, technical approaches, development estimates, and platform configurations.
- Design and develop scalable GIS solutions using the Esri technology stack, ensuring alignment with business and technical requirements.
- Create and maintain technical documentation, including architecture diagrams, system specifications, implementation plans, and backup and recovery procedures.
- Develop and execute system, integration, and user acceptance testing plans to ensure solution quality and production readiness.
- Deploy high-quality application components into production environments while adhering to established IT standards, governance, and security practices.
- Design reusable frameworks and shared components to support consistency and efficiency across development teams.
- Mentor developers and provide technical leadership on complex GIS initiatives and escalated technical matters.
- Research emerging technologies, industry trends, and best practices to enhance application development, migration strategies, and service delivery.
Skills and Qualifications
- 10+ years of experience developing web and mobile GIS applications using Esri technologies.
- Degree in Computer Science, Geography, or a related discipline, combined with advanced education in GIS, application development, or a related field.
- Expert knowledge of ArcGIS Enterprise 11.x, ArcGIS Online, ArcGIS Pro 3.x, ArcGIS JavaScript API, ArcGIS Desktop SDKs, Python, Arcade, and Microsoft development technologies.
- Strong experience with JavaScript, HTML5, Java, XML, JSON, GEOJSON, REST/SOAP services, web servers, and application servers.
- Hands-on experience working with SQL Server and Enterprise Geodatabases.
- Deep understanding of object-oriented design and development principles, service-oriented architecture, systems integration, and enterprise application development.
- Demonstrated experience mentoring technical teams and providing guidance on complex development initiatives.
- Strong analytical, problem-solving, communication, and stakeholder management skills, with the ability to manage competing priorities in a fast-paced environment.
Preferred Skills
- Experience with ArcGIS Online Assistant, ArcGIS Enterprise Assistant, Survey123, Experience Builder, VertiGIS, Web Studio, and Network Explorer.
- Experience working in Microsoft Azure environments, including high-availability cloud solutions and Azure DevOps.
- Knowledge of Agile delivery methodologies, SDLC, ITIL, COBIT, and PMBOK frameworks.
- Esri Associate or Professional certifications and/or a Master's degree in Computer Science, Geography, or a related field are considered strong assets.
